El Paso property taxes, county offices and vehicle help

El Paso’s tax setup trips people up because the words “Tax Assessor-Collector” appear in more than one part of the process. For most property-tax searches and payments, the practical front door is the City of El Paso Consolidated Tax Office and its ACT portal.

The county Tax Assessor-Collector still matters. Its Ascarate, Ysleta, Eastside, Northeast, Northwest, Fort Bliss and Westside offices handle vehicle registration, title work and seasonal current-year property-tax collections.

Quick answer

Where should an El Paso taxpayer start?

If your question is “How much property tax do I owe?” or “How do I pay?”, start with the El Paso Consolidated Tax Office and official ACT property-tax search. If you need a Texas vehicle title or registration transaction, use the El Paso County Tax Assessor-Collector. If the value, exemption, owner name or mailing address is wrong, start with EPCAD.

Property-tax payment

The City of El Paso collects for all 44 taxing units that levy property tax within El Paso County through the consolidated collection system.

County tax office

County locations handle vehicle registration, renewals, titles, permits, 68-A inspection-related services and current-year property-tax collection during the October-January season.

Appraisal district

EPCAD appraises real and business personal property, processes exemptions and maintains key ownership and mailing-address records.

Do not confuse El Paso, Texas with El Paso County, Colorado The payment links on this page are for El Paso County, Texas. A Colorado Springs property should never be paid through the Texas ACT portal.
2026 tax year

El Paso 2026 property-tax bill and 2027 payment deadline

El Paso property-tax bills are normally mailed in October. Under the standard Texas collection cycle, taxes can be paid through January 31 without delinquency.

Date2026 tax-year actionWhat it means
October 2026 Tax bills normally mailed Search online if your bill does not arrive or if a mortgage company is supposed to pay it.
January 31, 2027 Standard statutory payment date January 31 falls on a Sunday in 2027.
February 1, 2027 Next regular business day Texas Tax Code §1.06 allows an act due on Sunday to be performed on the next regular business day.
February 2, 2027 Delinquency begins under the weekend rule The Texas Comptroller specifically illustrates that when Jan. 31 is Sunday, Monday payment is timely and delinquency starts Tuesday.
April 1, 2027 Personal-property collection-cost trigger The ACT penalty schedule lists an additional 20% collection-cost penalty for delinquent personal property.
July 1, 2027 Real-property collection-cost trigger The ACT schedule lists the additional 20% collection-cost penalty for delinquent real property beginning July 1.
Late-mailed bills can have a different delinquency date Texas law generally gives taxpayers at least 21 days after an original bill is mailed. If a bill is issued unusually late, use the delinquency date printed on that particular bill rather than assuming the normal January deadline.
Small bill rule The El Paso Tax Office says current-year bills with an amount due under $5 are not mailed unless the owner requests one. A tiny balance can therefore exist even when no paper statement arrived.

How to search and pay El Paso property taxes online

The ACT El Paso portal is the official searchable account system linked by the City Tax Office. It supports owner, address, account number, Property ID and fiduciary searches.

Open the official ACT El Paso search

Start from the City Tax Office or the official ACT El Paso property-search page. Do not enter payment information on a lookalike tax-relief website.

Use the cleanest search field

An account number or Property ID is usually the quickest match. Otherwise search owner name or property address. Business accounts should use the certified business name.

Open the account detail

Confirm owner, property address, tax year, account number, taxing units, balance and prior payments before adding anything to the shopping cart.

Check every year that shows a balance

Do not assume paying the newest tax year resolves an older delinquent year. The account detail can include penalty, interest and attorney fees when applicable.

Choose eCheck or card

eCheck currently has no convenience fee. Card payments currently add 1.98%. Use checking-account routing information—not a routing number copied from a deposit slip.

Save the receipt date

The portal states payments must be completed by 11:59 p.m. Mountain Time to receive that day’s receipt date. Save the confirmation until the account posts.

Returned check/eCheck $30 A returned payment can also create deadline problems if the tax becomes delinquent.
Shopping cart Payment-method fee applies The ACT portal allows up to 50 tax accounts in one transaction.
Scheduled eCheck No convenience fee currently listed Future or recurring eCheck scheduling is available after accounts are placed in the cart.
Large-bill math On a $5,000 tax payment, a 1.98% card convenience fee is $99. If you have a valid checking account and enough time for the payment to clear, eCheck avoids that convenience fee.

Payment plans

El Paso property-tax payment plans and installment options

El Paso’s City Tax Office offers options for taxpayers who qualify, but “payment plan” can mean several different things. Pick the program that matches whether the taxes are future, current or already delinquent.

Escrow prepayment plan

Make advance monthly payments toward the next year’s tax amount. The City says the account cannot have delinquent taxes to qualify.

Quarterly current-tax plan

Available to qualifying homeowners with an Over-65, Disability or Disabled Veteran exemption. The four deadlines are January 31, March 31, May 31 and July 31, with the first quarter required by January 31.

Current-year delinquent contract

For balances of at least $1,000 before the down payment. The current City rules list a 20% down payment for personal property and 10% for real property, with different maximum terms.

Prior-year delinquent contract

The current City page lists a one-third down payment. Maximum terms are generally shorter for non-homestead accounts than homestead accounts.

Collection-law firm contact For delinquent payment-agreement information, the current City Tax Office page lists Delgado, Acosta, Spencer, Linebarger and Perez, LLP at 915-545-5481.
A partial payment does not automatically stop legal collection The City says it will accept payments toward a balance even without a formal contract, but simply making partial payments does not prevent collection action if the account does not satisfy agreement requirements.

EPCAD handles values, exemptions, ownership and mailing addresses

The Tax Office cannot lower an appraised value just because a tax bill feels too high. The El Paso Central Appraisal District certifies the appraisal records that feed the tax calculation.

Exemptions

Residence homestead, age-65, disability, disabled-veteran and other exemption questions go to EPCAD.

Vehicle title & registration

What the El Paso County Tax Assessor-Collector does for vehicles

Vehicle work is one reason residents still need the county Tax Assessor-Collector even though property-tax payment uses the City’s consolidated system.

Registration renewals

County tax offices process Texas vehicle registration renewals. The county also promotes an online renewal option through its official Tax Office portal.

Title transfers

Buyer/seller title transactions, registration changes and many related TxDMV services can be handled at county offices.

Contracted deputy offices

El Paso County also lists privately owned full-service deputy locations for registration and title services, with an additional convenience fee.

Special vehicle inventory tax

The Tax Assessor-Collector’s enforcement division handles dealer Vehicle Inventory Tax reporting and compliance.

68-A related services

County office listings include 68-A inspection-related services among Tax Office functions.

High-volume warning

Do not show up with incomplete title paperwork at 4:25 p.m. County offices can stop admitting customers early when the waiting room is already full.

Before a title visit Bring the original title and required transfer forms, government-issued identification, proof of insurance when applicable and enough information to identify the vehicle. Requirements vary by transaction, so verify TxDMV documents before driving to an annex.

Tax certificates & records

Overpayment/refund

The City Tax Office provides refund, reissue/stop-payment and tax-payment transfer forms for qualifying accounts.

Tax foreclosure & sale

El Paso delinquent-tax sales: do not treat an old list as current inventory

The City Tax Office maintains tax-sale resources, while the El Paso County Sheriff’s Office carries out certain judgment and property-tax sales. These are legal foreclosure processes—not ordinary listings of county-owned homes.

Current sale list

The Sheriff’s Office says property-tax sale listings are posted on the 15th of each month. Always use the live list for the upcoming sale.

Bidder tax status

The City Tax Office offers a written-statement request for tax-sale bidders who need to establish whether they owe delinquent property taxes.

Owner facing foreclosure

Contact the City Tax Office or delinquent-tax attorney immediately. Do not rely on a general tax-sale article once a lawsuit, judgment or sale date exists.

Common fixes

What to do when an El Paso tax account does not look right

Property not found

Try Property ID or account number first, then owner or address. Make sure the portal header is for El Paso, Texas.

Mortgage should have paid

Check the ACT account instead of assuming escrow completed the payment. Ask the servicer for the actual tax-payment confirmation if the balance remains open.

Payment still shows due

Keep the confirmation and payment date. Do not immediately submit a duplicate payment while the first transaction is still processing.

Owner name is wrong

Contact EPCAD. The Tax Office collects against the certified tax roll and cannot simply rewrite appraisal ownership data at the counter.

Mailing address is wrong

Update the appraisal-district mailing record. Paying a bill does not automatically correct where future notices are sent.

Bill seems too high

Break the problem into value, tax rate and exemptions. EPCAD controls value/exemptions; taxing units adopt rates; the Tax Office collects the resulting levy.
