For a player, the main reason to unlock him is simple: free passive coins. He is especially useful after Hardmode begins, when reforging, ammo, potions, pylons, accessories, boss preparation and crafting costs can drain your wallet quickly.

How to Get the Tax Collector in Terraria
You need Hardmode, access to the Underworld, Purification Powder, and a valid house ready for him after conversion.
Enter Hardmode
Defeat the Wall of Flesh to put the world into Hardmode. The Tax Collector route is not a pre-Hardmode NPC unlock in a normal world.

Go to the Underworld
The Tortured Soul spawns in the Underworld. Use a safe bridge, obsidian protection, mobility accessories and enough defense so you do not panic when other enemies appear.
Find a Tortured Soul
Look for a humanoid enemy in the Underworld. Do not attack it like a normal monster. Your goal is to purify it, not kill it.
Throw Purification Powder
Use Purification Powder on the Tortured Soul. It transforms into the Tax Collector. Once unlocked, he can respawn like other town NPCs if a valid vacant house is available.
Most important warning
Dismiss aggressive minions, sentries or weapons that might kill the Tortured Soul before you purify it. The enemy can spawn again later, but killing it makes the process slower and more frustrating.
Where to Find the Tortured Soul in Terraria
The Tortured Soul is found in the Underworld after Hardmode starts. You are looking for an enemy that must be purified, not defeated.

At the base rate, the Tax Collector earns 50 copper per real-world minute for each housed NPC. On modern versions, happiness can change the amount he collects.
The money is stored on the Tax Collector and can be collected when you talk to him. If he reaches his storage cap, he stops collecting until you take the coins. This is why you should check him regularly if your world has many housed NPCs.
Small town
With only a few NPCs, the income is small. It is still free money, but it will not replace boss farming or selling loot.

Tax Collector Housing: How to Make Him Move In
After conversion, the Tax Collector needs normal town NPC housing rules. A valid empty house makes the process smoother.
Before you go to the Underworld, prepare one extra valid house. It should have proper walls, light, furniture, table/workbench-style item, chair and enough space. If no valid house exists, the Tax Collector may not settle properly until housing is fixed.

The Tax Collector likes the Snow biome and likes certain NPC neighbors. Happiness can affect how much he collects on current versions.
The simplest useful placement is to put him where you will actually visit him. Perfect happiness is less important if you never collect the money. For many players, placing him near a pylon hub or main storage base is more practical than hiding him far away for a small optimization.

The Tax Collector likes the Snow biome. If you already have a Snow town, he can fit there naturally.

Why the Tax Collector Is Not Spawning or Moving In
Most Tax Collector problems happen because the world is not in Hardmode, the player is not searching the Underworld, the Tortured Soul is killed too fast, or valid housing is missing.
Problem: No Tortured Soul
Confirm the world is in Hardmode and you are in the Underworld. Increase safe travel space and keep searching.
Problem: It keeps dying
Dismiss minions, avoid piercing weapons and do not swing automatically at every enemy. Purification Powder must hit before it dies.
Problem: No move-in
Check housing validity. Make sure there is an empty valid house and it is not corrupted, exposed or missing furniture.
Confirm Hardmode
The Tax Collector is a Hardmode NPC route. If Wall of Flesh has not been defeated in that world, fix that first.
Confirm location
The Tortured Soul is found in the Underworld, not just any cave or lava area.
Confirm item
You need Purification Powder, not Vile Powder, Vicious Powder or a random thrown item.
