Lowell real estate and personal property taxes are billed quarterly. Payment received after the due date is subject to 14% annual interest. If the tax is not paid in full by the first business day of May, the City says a $30 demand fee is applied.

Lowell explains that Massachusetts motor vehicle excise tax is generated from Registry of Motor Vehicles information and collected by the local tax collector. The minimum excise tax listed by the City is $5.00.

Lowell lists the manufacturer list-price schedule: 50% for the year before manufacture, 90% for year of manufacture, then 60%, 40%, 25% and 10% for fifth year and onward.

Failure to receive bill

Car no longer owned? Do not ignore the bill. Pay or contact the Assessor about possible abatement. If the abatement does not reduce the bill to zero, the remaining balance still has to be paid.

Lowell tax title, tax lien and Certificate of Redemption help

Late Lowell property taxes can move beyond ordinary interest. Lowell explains that unpaid property taxes can lead to a tax taking, an Instrument of Taking recorded at the Middlesex North Registry of Deeds and Tax Title status.
