Use the correct City tax portal, check quarterly deadlines, call the right Room 102 or Room 301 contact and avoid common mistakes involving advice-only bills, mortgage escrow, interest or tax-sale liens.

This independent guide explains each task before linking to the official system. Complete payments and formal applications only through the City of Elizabeth, Union County or New Jersey government.

Tax Lien Warning

⛔ Texas Attorney Fee Warning: After July 1, delinquent property taxes are referred to a collection attorney. An additional 15–20% attorney fee is added on top of your penalty and interest. On a $5,000 tax bill, this adds $750–$1,000 instantly. Pay before July 1 to avoid this.

Start with the real task

What do you need to finish?

1
Pay or print a tax bill

Use WIPP, verify the parcel and quarter, review any interest and keep the payment confirmation.

2
Find or correct a property record

Use Property Explorer or City tax maps, then contact the Assessor for ownership, value or characteristic corrections.

3
Resolve a serious balance issue

Use the missing-bill, delinquency, tax-sale or lien-redemption route instead of sending a guessed amount.

Best preparation: Have the property address, owner name, block, lot, qualifier, tax year, quarter and any payment or mortgage confirmation ready.

Official payment workflow

How to search and pay City of Elizabeth property taxes online

Open the City-linked WIPP systemConfirm the WIPP municipality identifier is Elizabeth before entering payment information.
Search with the strongest property informationUse the account, block/lot/qualifier, owner or property-location fields available in the live portal. Start with fewer fields when a full search returns nothing.
Open the correct property recordMatch the physical property location, owner, block, lot and qualifier. Do not select a result only because the owner name looks familiar.
Review every open quarterCheck the tax year, February/May/August/November quarter, billed principal, payments, interest and balance.
Check for lender or prior-owner activityIf a mortgage company, title company or seller may have paid, compare the last payment before authorizing another transaction.
Review the checkout totalThe City payment page does not publish one fixed online fee. The processor amount shown immediately before authorization controls.
Save proof and verify postingKeep the confirmation, payment method, amount, property, tax year and quarter until WIPP shows the correct paid status.
Lien or tax-sale account? A normal WIPP payment may not satisfy a tax-sale certificate. Request the current written redemption calculation before sending funds.
Tax records and maps

Block, lot and qualifier matter. Condominiums, multi-lot properties and similarly numbered addresses can produce several records. Use all parcel identifiers when a qualifier exists.
Search troubleshooting

No property found or the record looks wrong?

Owner search failsTry the last name or business-name core, remove punctuation and avoid entering every field at once.
Address search failsUse the street number and main street name without apartment, floor or unnecessary punctuation.
Several matches appearCompare property location, block, lot, qualifier and tax year—not only the owner.
Recent buyer is missingSearch the prior owner and ask the Assessor whether the deed transfer has reached the municipal record.
WIPP and assessment data differUse the Collector for the billed balance and the Assessor for owner/value/property data.
Old screenshot shows a different amountInterest and later payments can change the account. Use a current portal view or written payoff.
Useful call script“I am checking the Elizabeth property at [address], block [number], lot [number], qualifier [if any]. The account is under [owner], and I need to confirm [current balance / payment posting / ownership record / lien redemption].”
Quarterly calendar

Due dates, semiannual bills and Elizabeth’s grace-period rule

February 1 — first quarterThe City usually mails the February and May coupons by mid-January.
May 1 — second quarterDo not wait for another bill; the first semiannual mailing normally includes this coupon.
August 1 — third quarterThe City usually mails the August and November coupons by mid-July.
November 1 — fourth quarterConfirm year-end escrow, payment posting and any delinquent municipal charges.
Ten-day grace period

The City allows payment through the tenth. If the tenth falls on a weekend or holiday when City Hall is closed, the grace deadline moves to the next business day.

Late means retroactive interest

When payment arrives after the grace period, interest is charged from the first day of the due month—not only from the day after the tenth.

Received date controls. The City states that postmark dates are not acceptable. A check mailed on the tenth can still be late if the office receives it afterward.
Quarterly taxes fund several entities. The City bill includes amounts collected for the City of Elizabeth, Union County, the Union County Open Space Fund, Elizabeth Board of Education and Municipal Library.

Missing or advice-only bill

Fix a missing bill, bank code or recent ownership change

No bill arrived
  1. Search WIPP.
  2. Call 908-820-4115.
  3. Confirm the mailing address with the Assessor.
  4. Request the correct coupons or balance.
“Not a Bill – For Advice Only”
  1. Check whether a lender is expected to pay.
  2. If you pay directly, use the advice-only bill.
  3. Notify the Tax Office to remove the bank code.
  4. Verify the next bill is issued correctly.
Recently purchased property
  1. Search the prior owner if needed.
  2. Review the closing statement.
  3. Confirm tax proration versus actual City payment.
  4. Check escrow and the next quarter.
Failure to receive a bill does not stop the deadline. The City says the property owner remains responsible for quarterly tax payments and any interest or penalties.

How Elizabeth applies interest, old principal and the year-end penalty

Published delinquency framework
SituationCity guidanceWhat to do
Payment received after graceInterest is retroactive to the first day of the due month.Request a current amount rather than using the coupon total.
Total delinquency up to $1,500The City states interest accrues at 8%.Use the official account calculation.
Delinquency above $1,500The City states interest accrues at 18% thereafter.Do not apply one flat percentage to the entire history yourself.
Account reaches 18% levelIt remains at that level until the account is brought current.Ask what amount will make every quarter current.
Delinquent fiscal-year balance on June 30The City states a 6% year-end penalty may apply.Confirm whether the account meets the penalty conditions.
Partial or late paymentApplied to interest first and then the oldest principal.Do not assume the newest quarter was cleared.
Payoff request“Please give me the amount needed to make block [number], lot [number], qualifier [if any] current if the City receives payment on [date], and explain which quarters and charges the payment will satisfy.”
Tax sale and lien redemption

Do not treat an ordinary tax payment as a lien redemption

Elizabeth holds an annual online tax sale for prior fiscal-year delinquent municipal charges, which can include property taxes, water and sewer charges.

The June 8, 2026 tax-sale date has passed. Do not use that old notice as a future deadline. Contact the Tax Office or current City tax-sale site for the account’s present status.
Confirm whether a lien existsAsk for the certificate/lien status, holder and every municipal charge included.
Confirm that you may redeemThe City says redemption is limited to a party holding a legal interest in the property. If foreclosure has started, redemption must be “in the cause.”
Submit a written requestProvide your name, the represented party when you are an attorney, mortgage or title company, phone, fax, email and the desired redemption date.
Request the amount through an exact dateDo not use an old quote because interest and later municipal charges can change the total.
Pay in full with certified fundsThe City does not accept partial lien-redemption payments.
Keep written proofRetain the request, calculation, certified-funds evidence and redemption receipt for title or foreclosure questions.
Multiple liens: The City says multiple liens on one property may be redeemed independently. Ask which specific lien or liens the calculation covers.

Assessment appeals

How to challenge an Elizabeth property assessment

2026 regular deadline has passed. New Jersey’s regular assessment-appeal deadline is April 1. Where a municipal revaluation or reassessment applies, the deadline is May 1. Confirm the next filing year and any added/omitted-assessment deadline with Union County before preparing a petition.
Review the municipal property recordCheck owner, land/building values, property class, lot size, year built and structural characteristics.
Identify the valuation issueChoose factual record error, excessive true value, discriminatory assessment, exempt-status issue or another supportable ground.
Build market evidenceNew Jersey’s assessment guide recognizes cost, comparable-sales/market and income approaches. Use the method appropriate to the property.
Use comparable properties carefullyCompare location, size, rooms, quality, condition and sale timing. A list of lower assessments alone is not the same as market evidence.
File with the correct boardCounty Board appeals must be received by the applicable deadline. Properties assessed above $1,000,000 may also have a direct State Tax Court option.
Continue monitoring tax paymentsAn appeal does not itself stop interest, collection or quarterly due dates.
