Solano County Tax Collector: Pay, Search, Phone & Hours

Solano County, California · Property-tax lookup, payment and account-help guide

Search, Pay or Fix a Solano County Tax Bill

Use the official Tax Collector portal for tax bills, balances and payment. Use the Assessor property search for parcel, value and property information. The two systems answer different questions and should not be treated as interchangeable records.

This guide explains the PIN and address search, office phone and hours, mailing and postmark rules, secured and supplemental bills, payment proof, appeals, assistance programs and delinquent-account next steps.

Current status — August 4, 2026: The December 10, 2025 and April 10, 2026 delinquency dates for the 2025/26 secured annual bill have passed. If either installment remains unpaid, do not rely only on the original coupon amount; open the live account or request the current delinquent payoff.

Tax Lien Warning

⛔ Texas Attorney Fee Warning: After July 1, delinquent property taxes are referred to a collection attorney. An additional 15–20% attorney fee is added on top of your penalty and interest. On a $5,000 tax bill, this adds $750–$1,000 instantly. Pay before July 1 to avoid this.

10-digit PIN/APN or property address.

Choose the correct system

What are you trying to find?

1
Tax bill or payment

Use the Tax Collector portal for bills, installments, balances, payment options, e-billing and receipts.

2
Parcel, value or property details

Use the Assessor search for APN, assessment, property characteristics, exemptions and mailing-address help.

3
Deed, lien or easement

Use the Recorder’s official-records index. An Assessor page or tax bill is not the recorded legal document.

Fast rule: “What do I owe or did I pay?” goes to the Tax Collector. “Why is the value, APN, owner, exemption or property description wrong?” goes to the Assessor.

Official online workflow

How to look up and pay Solano County property tax online

Open the official Solano County Tax Search Start from the county Public Access portal rather than a search advertisement, private directory or Assessor field-card page.
Choose PIN or Property Address Use the 10-digit PIN/Assessor Parcel Number from the bill when available. Otherwise begin with the street name and minimal address information.
Open the correct account Compare the property address, PIN, bill type, fiscal year and account context. Do not pay a similarly numbered or similarly addressed parcel.
Review every bill listed Check annual secured, supplemental, corrected, unsecured and prior-year records separately. One displayed installment may not represent every amount due.
Select the intended installment or payoff Confirm whether you are paying the first installment, second installment, both installments, a supplemental bill or a delinquent balance.
Review the processing fee The portal accepts debit card, credit card and e-check. Any processing fee is disclosed during the transaction; do not assume the amount from an old third-party page.
Save the digital receipt Retain the emailed receipt, payment date, amount, account/PIN, bill year and bank or card record.
Recheck the account after processing Contact the Tax Collector before paying again when the portal does not update as expected.
Portal search help

Use the PIN, address or personal-property account correctly

Official Tax Search inputs and practical formatting
Search route What to enter Best practice Common failure
PIN / Assessor Parcel Number The 10-digit number shown on the tax bill. Copy all digits and compare the resulting property before opening a bill. Using a mortgage loan number, tax-rate-area number or a shortened parcel reference.
Property address At least three street-name characters; add the street number only when useful. Start with less information and omit suffixes and directions. Entering LN, ST, AVE, N, S, E or W when the database stores the address differently.
Personal-property account The 13-character account number when supplied on the bill; it may contain letters and numbers. Copy the exact account from the current notice. Treating it as the 10-digit real-property PIN.

No result found?

Address is too specificRemove the unit, street type and direction. Search only the street name first.
PIN has punctuation or spacesRe-enter the complete digits exactly as the portal expects.
Recently purchased propertySearch by both the parcel and address because ownership systems may update at different times.
Business, boat or aircraft billUse the personal-property account from the unsecured bill and contact the office when the format is unclear.
Supplemental bill is missingIt may not be part of the annual secured account. Ask for a copy of every bill type.
Old delinquent amount is absentRequest a redemption or prior-year payoff from the Tax Collector rather than relying on only the current bill.
Record type explained

Tax lookup, Assessor property search or Recorder records?

Choose the system that answers the actual question
System What it shows Use it for Important limitation
Tax Collector Tax Search Tax bills, installments, balances and payment routes. Paying, checking a bill, reviewing installment status or finding an account. It does not decide value, exemptions or legal ownership.
Assessor Property Search Parcel, assessment and available property information. Finding the APN, value, assessment context and property details. The county warns that data may contain errors, omissions or outdated information; it is not a payoff.
Recorder Official Records Search Indexed deeds, liens, easements, maps and other recorded documents. Legal-document research and recording history. The online index may not display document images and is not a tax-balance screen.
Assessment Appeals Application, deadlines and hearing process for valuation disputes. Formal challenge when evidence supports a lower or corrected assessment. Filing an appeal is not the same as paying or stopping collection.
Payment route

Online payment methods and fee checks

E-check

Available through the official portal. Enter routing and account information carefully and review the final fee before authorization.

Credit or debit card

Accepted electronically. The portal warns that a processing fee may apply and shows the charge during the payment flow.

Current county fee schedule

The county links a 2026/27 Tax Collector fee schedule effective July 1, 2026. Fee schedules are subject to change without notice.

Do not copy a percentage from an old article. Use the fee displayed by the authorized portal immediately before payment. A county administrative fee schedule and a payment processor’s transaction fee are not necessarily the same charge.
Confirm the portal domain begins with ca-solano.publicaccessnow.com
Match the PIN and property before adding payment
Review the installment and fiscal year
Read the processor fee before final submission

New USPS rule

Avoid a late penalty when mailing the payment

Solano County says a property-tax payment must be received or postmarked by the delinquency date. Mail received late without a qualifying postmark is treated as late under state law.

Machine-postmark change effective December 24, 2025: The USPS machine-applied postmark can be the date of the first automated processing operation—not the date you dropped the envelope at a post office, the retail acceptance date or the date printed by the sender’s meter or label.
Postage risk and safer proof options
Mail method Risk Safer action
Ordinary stamp Usually postmarked, but processing can occur after the drop-off date. Mail early or ask for a manual postmark at the counter.
Metered mail or Stamps.com May not receive a qualifying USPS postmark. Use a retail-counter service that produces acceptance proof.
Automated Postal Center stamp A printed date may not establish the required postmark. Request a Postage Validation Imprint from a postal employee.
Bank bill-pay check The bank may mail a paper check using a permit imprint without a normal postmark. Schedule well before the deadline and verify when the county received it.
Certified, registered or Certificate of Mailing Additional cost. Retain the receipt as evidence of the presentation date.

Secured-tax calendar

Due dates, delinquency dates and current status

First secured installment becomes due California’s standard annual secured-tax schedule treats November 1 as the first-installment due date.
First installment becomes delinquent after the deadline The 2025/26 Solano notice listed December 10, 2025 and a 10% penalty for an unpaid or late-postmarked installment.
Second secured installment becomes due The standard California schedule treats February 1 as the second-installment due date.
Second installment becomes delinquent after the deadline The 2025/26 Solano notice listed April 10, 2026 and a 10% penalty for an unpaid or late-postmarked installment.
As of August 4, 2026: Both 2025/26 delinquency dates have passed. The sources reviewed did not yet provide a dated 2026/27 annual secured-bill mailing notice. Use e-billing and the official portal rather than assuming the new bill is already posted.
Weekend and holiday rule: California deadlines can move when the statutory date falls on a weekend or legal holiday. Follow the exact Solano County bill and dated notice for the fiscal year you are paying.
Bill type guide

Secured, supplemental, unsecured and prior-year bills

Why multiple Solano County tax bills may exist
Bill type Usually relates to What to verify Common mistake
Annual secured Land and improvements secured by real property. Fiscal year, PIN and first/second installment. Assuming it includes a separate supplemental bill.
Supplemental Change in ownership or completed new construction. Separate bill dates, assessment period and whether one or two supplemental bills exist. Assuming the mortgage servicer automatically pays it.
Unsecured Business personal property, boats, aircraft and other property not secured by land. Account number and the due/delinquent date printed on that bill. Applying the annual secured two-installment calendar.
Prior-year delinquent / redemption Older secured taxes that have become tax-defaulted. Current redemption payoff, fees and whether an installment plan may be available. Paying only the current-year annual bill.
Direct levy or special assessment Charge placed on the bill by a city, district or other agency. Originating agency, description and contact on the bill. Expecting the Tax Collector to explain or remove another agency’s levy.
New owner and escrow

What to do when the bill did not arrive

New property ownerSearch by PIN and address, then request a copy. The county says a new owner who pays directly must contact the office when no bill arrives.
Mortgage or escrow accountAsk the servicer which annual and supplemental bills it will pay. Compare its disbursement record with the county account.
Mailing address is wrongUse the Assessor’s mailing-address-change process. Paying the bill does not update the Assessor record.
Supplemental bill expectedSearch and call for every bill type. Supplemental bills can be issued separately from the annual secured bill.
Prior owner name still appearsUse the PIN and property address. County systems can update on different schedules.
No bill by the notice dateThe 2025/26 notice told taxpayers to contact the office if no bill was received by November 10, 2025. Use the dated notice for each future year.
Failure to receive a bill does not remove penalties. Do not wait for a second notice. Search the live portal and contact the Tax Collector before the delinquency date.
Save the closing statement and parcel number
Confirm whether the loan includes an escrow account
Ask whether supplemental tax is included
Enroll in county e-billing
Search again before December and April deadlines
Update the Assessor mailing address
After payment

Confirm the tax payment was applied to the correct account

Proof to keep by payment route
Route Keep Recheck
Online Digital receipt, confirmation email and bank/card record. PIN, fiscal year, bill type, installment and paid status.
Mail Check image, stub copy and postmark or mailing proof. County receipt date and the account on which the check posted.
Counter Dated county receipt. The receipt lists the intended PIN and installment.
Drop box Check/stub copies and date/time notes. Posting after county processing; a drop-off is not an immediate receipt.
Mortgage servicer Escrow statement, check/reference number, amount and disbursement date. The county account rather than only the lender’s “sent” status.
Do not pay twice before the county researches the first transaction. Give staff the PIN, amount, date, confirmation or check number, payment route and bank evidence.
Correct department

Tax Collector, Assessor, Auditor, Recorder or Appeals?

Route the question to the office that can resolve it
Your question Correct office Why
How much do I owe, did I pay or why is there a penalty? Tax Collector Prints bills and handles collection, posting, delinquency and redemption.
What is the APN, assessed value or property description? Assessor Identifies taxable property, establishes value, applies exemptions and produces parcel maps.
Why does the bill contain a tax rate or direct levy? Auditor-Controller or originating agency Extends the roll, calculates rates/charges and allocates revenue.
Where is the recorded deed, lien or easement? Recorder Maintains official recorded real-property documents.
How do I challenge the assessed value formally? Clerk of the Board / Assessment Appeals Board Processes and decides formal assessment disputes.
System-transition issues: Solano County has publicly acknowledged property-tax-system transition delays. When the bill, assessment and ownership records disagree, give each office the same PIN, documents and dates so the departments can trace the issue.

Search by APN or street address Enter less information first and omit street types and directions when no result appears.
Match the parcel Compare the APN, property location and available assessment details before copying information into the Tax Collector portal.
Use the record for assessment research Review parcel and available valuation information, not payment or payoff status.
Request a mailing-address change from the Assessor The Tax Collector sends the bill using the assessment-roll address; a payment does not change that record.
Ask about exemptions or Prop 8 review Homeowner, disabled-veteran, nonprofit and temporary decline-in-value programs are handled through Assessor resources.
Database limitation: Solano County’s property-search terms warn that the data may contain errors or omissions and may not be complete or current. Confirm critical legal, closing or payoff facts with the responsible office.
2026 appeal window

Assessment review and formal appeal deadlines

Informal Proposition 8 review

The Assessor makes the decline-in-value review route available July 1–November 30 for the most recent January 1 assessment. It does not review prior years or supplemental assessments.

Formal Assessment Appeal

The regular filing period is July 2–November 30. A $35 nonrefundable fee applies per parcel, and the taxpayer should have evidence that the assessment is inaccurate.

Common Solano County assessment-appeal deadlines
Assessment type Filing deadline Evidence focus
Regular annual assessment July 2–November 30, extended to the next business day when November 30 is a weekend or legal holiday. Value as of January 1 of the current year.
Supplemental assessment Within 60 days after the printed mailing date or postmark date, whichever is later. Whether the reassessment event or supplemental value is incorrect.
Escape, roll-change or penalty assessment Within 60 days after the notice mailing date or postmark, whichever is later. Why the enrollment, year or value is incorrect; one application may be needed for each year.
Recent appraisal or market analysis
Comparable sales tied to the lien date
Photos and records of condition
Closing and transfer documents
Construction permits and completion dates
Proof supporting an exemption or classification issue
Appeal and payment are separate tasks. Do not assume an informal review or formal appeal stops the tax deadline, penalties or collection. Confirm payment obligations with the Tax Collector while the appeal is pending.

Payment and tax-saving help

Property-tax postponement and Assessor exemptions

California Property Tax Postponement

The State Controller administers a program that may allow an eligible senior, blind or disabled homeowner to postpone current-year taxes on a principal residence.

Applications are accepted October 1–February 10 each year.

State help: 800-952-5661

postponement@sco.ca.gov

Assessor tax savings

Ask the Assessor about programs such as the Homeowner’s Exemption, 100% Disabled Veteran’s Exemption, nonprofit exemptions, family-transfer exclusions and temporary decline-in-value review.

An exemption or postponement requires eligibility and an application; do not deduct an amount from the bill yourself.

Postponement is not cancellation. The state program defers eligible current-year property taxes and secures the deferred amount with a lien that must eventually be repaid. Review the current state eligibility rules before applying.
Prior-year delinquency

Tax default, installment-plan form and tax-sale risk

Request the current redemption payoff A current annual bill may not include prior-year tax-defaulted amounts, statutory penalties and fees.
Ask whether an installment plan is available Solano County publishes a Prior Year Delinquent Tax Installment Plan Information and Agreement Form. Confirm eligibility, required initial payment and ongoing obligations before relying on the plan.
Keep current taxes current A delinquent-account arrangement does not mean future annual and supplemental bills can be ignored.
Respond before power-to-sell and auction deadlines Tax-defaulted secured property can eventually enter the county tax-sale process under California law.
The June 17–18, 2026 reoffer has passed. Do not present that dated auction as an upcoming sale. Solano County says tax sales are generally held in May or June, with future dates and parcels posted when available.
Tax-sale buyers need due diligence: The county warns that parcel maps and photos may be inaccurate, property is sold as-is and a tax deed does not remove every lien or encumbrance. Physical inspection, land-use research and an independent title search are essential before bidding.

Solano County Tax Collector FAQs

How do I pay Solano County property tax online?

Use the official Solano County Public Access Tax Collector portal. Search by the 10-digit PIN or Assessor Parcel Number shown on the tax bill, or by property address. Open the correct tax account and bill, verify the fiscal year and installment, review any processing fee, submit the payment and save the emailed digital receipt.

What is the Solano County Tax Collector phone number?

Call 707-784-7485 for property-tax bills, payments, copies, delinquent accounts, redemption and tax-sale questions. Published telephone hours are Monday–Friday, 10:00 a.m.–noon and 1:00–3:00 p.m.

What is the official Solano County Tax Collector website?

The official information page is on SolanoCounty.gov. The county-authorized Public Access portal at ca-solano.publicaccessnow.com provides property-tax search, payment, e-billing and electronic forms.

How do I look up a Solano County property-tax bill?

Open the official Tax Search page and choose PIN or Property Address. The PIN is a 10-digit number on the tax bill. For an address search, enter at least three street-name characters, use less information first and omit street types and directions.

What is the difference between tax lookup and property search?

The Tax Collector lookup shows tax bills, installments, balances and payment options. The Assessor property search shows parcel, value and assessment information. The Recorder index is used for deeds, liens, easements and recorded documents. An Assessor record is not a tax payoff or legal-title guarantee.

Where is the Tax Collector office and what are its hours?

The office is at 675 Texas Street, Suite 1900, Fairfield, CA 94533. Published counter hours are Monday–Friday, 8:30 a.m.–4:00 p.m., excluding county holidays.

What is the Solano County property-tax mailing address?

When using the bill stub and return envelope, mail payment to Solano County Tax Collector, PO Box 51094, Los Angeles, CA 90051-5394. Without the stub, the dated county notice directs payment to 675 Texas Street, Suite 1900, Fairfield, CA 94533 with the PIN or parcel number written on the check.

When are secured property taxes due?

The standard California schedule makes the first installment due November 1 and delinquent after December 10, and the second due February 1 and delinquent after April 10, subject to weekend and holiday rules. The 2025/26 Solano dates have passed as of August 4, 2026.

What should a new owner do if no tax bill arrived?

Search the official portal by PIN or property address and contact the Tax Collector for a copy and complete balance. Failure to receive a bill does not excuse payment or penalties. Ask the mortgage servicer whether annual and supplemental bills are covered rather than assuming every bill is paid through escrow.

Should I contact the Tax Collector or Assessor?

Use the Tax Collector for bills, balances, payments, receipts, penalties, delinquent taxes and redemption. Use the Assessor for parcel identification, value, exemptions, property characteristics and mailing-address changes. Formal assessment appeals go to the Clerk of the Board and Assessment Appeals Board.
