Understand the amount

Why the tax bill may not equal exactly 1% of market value

California Proposition 13 generally limits the base property-tax rate to 1% plus voter-approved bonded indebtedness. It also generally limits annual increases in a property’s factored base-year value to no more than 2% unless a change in ownership or new construction causes reassessment.

Assessed value

The Assessor establishes taxable values and the assessment roll. A temporary Proposition 8 decline-in-value reduction can later recover toward the factored base-year value, so a year-to-year increase is not always explained by a simple 2% calculation.

Tax Rate Area (TRA)

Your TRA is shown near the assessment number on the tax bill. It helps determine the ad valorem rate applicable to that location.

Bonds and direct charges

The Auditor-Controller applies tax rates and adds applicable special assessments before the Treasurer-Tax Collector prints the bill. The total can therefore contain more than the basic 1% component.

Secured, unsecured and supplemental taxes use different calendars

Regular secured real-property tax

November 1 — first installment due Regular secured bills are generally mailed by November 1. Search early enough to correct a parcel or lender problem before the penalty date.

Statewide late-tax rule: California BOE Publication 29 states that a secured installment unpaid by its delinquency date receives a 10% penalty. After tax default, monthly redemption penalties of 1.5% are added; an owner generally has a five-year redemption period before the property may become subject to public sale. Ask Calaveras County for the exact account-specific payoff.

Unsecured property tax

2026 unsecured deadline: California’s current tax calendar lists unsecured taxes due August 1 and payable by August 31 at 5:00 p.m. or close of business to avoid a late penalty. Unsecured property can include business personal property, boats, aircraft, fixtures or other property not secured by real estate.

Supplemental bills: the lender and reminder trap

A qualifying change in ownership or completed new construction can trigger immediate reassessment. The resulting supplemental tax is prorated for the applicable part of the fiscal year and is additional to the regular annual bill.

Homeowners’ Exemption, disaster relief and value questions

Homeowners’ Exemption

The Calaveras Assessor says an eligible owner-occupied residence can receive up to a $7,000 assessed-value reduction, reducing tax by up to about $70.

  • For the full annual exemption, file by February 15.
  • A qualifying supplemental claim can be filed within 30 days of the Notice of Supplemental Assessment.
  • The local page describes late filing from February 16 through December 10 for 80% of the exemption.
  • The exemption normally continues while ownership and occupancy remain eligible.
New homeowner

The Assessor FAQ says new owners usually receive a Homeowners’ Exemption form within 90 days after the deed is recorded.

Do not wait for the form if a filing deadline is approaching. Contact the Assessor and confirm the correct claim form/status.

Fire, flood or other major property damage

Ask about calamity reassessment. The Assessor says property damaged or destroyed by a major calamity such as fire or flooding may qualify for property-tax relief through immediate reappraisal to reflect the damaged condition. Start with the Assessor; the Tax Collector cannot simply rewrite assessed value from a payment request.

Assessment appeal: deadlines, hearing preparation and refund timing

Start with an informal Assessor review. If the disagreement remains, the formal appeal goes through the Clerk of the Board / Assessment Appeals Board—not the Tax Collector payment portal.

California Property Tax Postponement for eligible homeowners

The California State Controller—not Calaveras County—administers the Property Tax Postponement (PTP) Program. It can defer current-year property taxes on a principal residence for an eligible senior, blind homeowner or homeowner with a disability. The postponement is a loan-like deferral secured by a lien and must eventually be repaid.

Current 2026–27 basic criteria
  • At least age 62, blind or disabled.
  • Own and occupy the property as the principal residence.
  • Household income of $57,002 or less under the currently posted program page.
  • At least 40% equity.
  • No reverse mortgage.
Current 2026–27 timeline
  • Applications available: September 2026.
  • Filing opens: October 1, 2026.
  • Filing closes: February 10, 2027.
  • Funding is limited, so qualification does not guarantee approval.
Do not skip a tax deadline because you intend to apply. The State Controller warns that an applicant who is not approved can still face county penalties and interest. The program does not pay prior delinquent/defaulted taxes, although some homeowners with older defaults may still qualify for postponement of current-year taxes under program rules.
Cost: the State Controller’s PTP guidance states that postponed taxes accrue 5% annual simple interest. Reapply for each year in which postponement is requested and review the current application package because thresholds and requirements can change.

Owner redemption and tax-sale bidding require different actions

  1. Search the current tax account and identify every delinquent assessment.
  2. Call the Tax Collector for the current redemption amount and status.
  3. Ask whether the parcel is delinquent, tax-defaulted or already subject to the power of sale.
  4. If a sale is scheduled, do not wait until auction day: the county FAQ says the redemption right ends at close of business on the last business day before the sale.

The Tax Collector offers email notifications for tax auctions and property-tax due dates. Use reminders as a backup rather than proof that no other bill exists.
