What the special 2026 Windham tax bill means
The Town says the annual budget had not been adopted when the first installment was prepared, so the Board of Finance set a preliminary mill rate of 27.85. Physical bills were mailed June 30, 2026; the first installment was due July 1 and the listed last day to pay without penalty was August 3, 2026.

Windham’s FAQ says multiple tax accounts can be paid with one check. Include the bottom payment section for every account.
Receipt, posting delay and duplicate-payment prevention
Windham says online payment produces an immediate receipt, but the online balance can take two to four business days to reflect the transaction.
Mortgage escrow, sold property and closing questions
Forward the bill to your lender/escrow company. Windham also advises asking the bank to contact the tax office so future bills can be routed correctly.
Windham’s Collector FAQ says to notify the tax office immediately if you receive a real-estate bill for property you no longer own. Do not simply discard it.
The Revenue Office advises contacting the closing attorney when property transfer creates questions about tax payments. Keep the receipt, bank proof and bill identifiers.

Windham DMV clearance: payment is not instant
All outstanding personal and motor-vehicle taxes associated with your name and/or registration marker must be paid before an electronic DMV release can be issued.
Wrong vehicle, value, ownership or assessment?
The Revenue Collector collects the bill; the Assessor changes assessment records. Windham’s Assessor page says passenger vehicles on Grand Lists beginning October 1, 2024 use MSRP, the statutory depreciation schedule and Connecticut’s 70% assessment ratio, with assessed value not falling below $500.
Bring the Assessor the required proof. A bill may be deleted or prorated depending on when the vehicle was disposed of and the applicable assessment period.
Windham says the cited credit application deadline is December 31 two years after the relevant assessment date.

Interest, liens and the cost of waiting
Connecticut delinquent municipal taxes generally accrue interest at 1.5% per month from the original due date, equivalent to 18% per year. A fractional month counts as a full month, and Windham’s FAQ lists a $2 minimum interest charge.
Windham’s FAQ says a real-estate tax balance remaining as of May is subject to a lien filing under Revenue Office policy.
The same FAQ cites a $24 recording fee for the lien under Connecticut law.
Demand notices, TaxServ and tax-sale accounts
A Tax Collector’s Demand Notice is the statutory step Windham uses before additional collection measures. The Town lists possible actions including an alias tax warrant, collection agency, levy, tax sale, wage garnishment and bank execution.

Homeowner relief, Renter Rebate and assessment appeals
The Assessor administers programs for qualifying elderly, disabled and other eligible property owners. Benefit amounts depend on the applicable program and documentation.
Windham says the application opened April 1, 2026 and the normal filing window runs through September 30. Eligibility includes qualifying elderly or totally disabled renters subject to state rules.
General Board of Assessment Appeals hearings are by appointment in March, or April if extended; motor-vehicle-only hearings are held in September.
Connecticut OPM, not Windham, issues the rebate on or before November 30. Windham says to contact OPM’s hotline at 860-418-6377 if the check is not received by December 15.

Windham’s Assessor says business personal property must be declared every year by November 1. The declaration establishes assessment information; it does not pay an existing personal-property tax bill.
