The first 2026 Windham tax bill used a preliminary rate
The Revenue Office says Windham’s annual budget had not been adopted when the first installment was prepared. The Board of Finance therefore established a preliminary Windham rate of 27.85 for that bill.
Mailed June 30, 2026.
July 1, 2026.
August 3, 2026.
| Component | Published figure | How to use it |
|---|---|---|
| Windham | 27.85 | Preliminary first-installment base shown by Revenue. |
| First Taxing District | 2.00 | District component for applicable accounts. |
| Willimantic RE / PP | 9.97 | Willimantic district component for real estate / personal property. |

Do not confuse the proposed 28.83 referendum rate with a final payable rate
A June 16, 2026 budget referendum proposal estimated that its General Government and Board of Education spending would require a combined rate of 28.83 mills. The Town Manager’s June 19 report says both referendum questions were defeated. The Revenue Office still states that the first installment used the 27.85 preliminary rate because the budget was not adopted.

Receipt not reflected yet, mortgage escrow or recently sold property?
The Town issues an immediate receipt but says the web balance can take 2–4 business days to update. Check the receipt/email before submitting another payment.
If the lender should pay, send the bill to the escrow company and later verify the Town record. Do not duplicate the lender’s payment only because the bill also came to you.
If you receive a bill for real estate you no longer own, notify Revenue. For closing-payment history, the Town specifically recommends contacting the closing attorney.

How Windham’s current vehicle assessment method works
For Grand Lists beginning October 1, 2024, Windham says passenger vehicles are valued from manufacturer suggested retail price (MSRP), reduced by the statutory depreciation percentage, then multiplied by Connecticut’s 70% assessment ratio. The assessed value will not fall below $500.
| Vehicle age | Percent of MSRP | Vehicle age | Percent of MSRP |
|---|---|---|---|
| Up to year 1 | 90% | Year 8 | 55% |
| Year 2 | 85% | Year 9 | 50% |
| Year 3 | 80% | Year 10 | 45% |
| Year 4 | 75% | Year 11 | 40% |
| Year 5 | 70% | Year 12 | 35% |
| Year 6 | 65% | Year 13 | 30% |
| Year 7 | 60% | Year 14 | 25% |
| Years 15–19 | 20% | Years 20+ | 15%, subject to $500 assessed floor |
Motor-vehicle-only Board of Assessment Appeals hearings are in September
Windham’s Board of Assessment Appeals page says general hearings occur by appointment during March (or April when extended), while hearings exclusively for motor vehicles are conducted in September.
Interest, demand notices, TaxServ and tax-sale escalation
Windham states that Connecticut interest is charged after the statutory grace period at 1.5% per month or fraction of a month from the due date. Because a fraction of a month counts, the amount can jump faster than a simple daily-interest estimate suggests.
Windham says a statutory demand can precede an alias tax warrant, levy, collection agency, tax sale, wage garnishment or bank execution.
Transferred older delinquent account: 860-724-9100, Mon–Fri 8:30 a.m.–5:00 p.m. ET.

| Renting from a relative | Lease; additional owner tax documentation may be requested. | Windham’s quick guide specifically flags relative-landlord situations for extra documentation. |
| Utilities | 2025 electricity, heat and water payment statements or cancelled checks paid to the provider. | Phone, cable, medical and prescription costs are not qualifying utilities in the quick guide. |
| Income | SSA-1099, SSI totals, 2025 federal tax return if filed, pension, interest/dividend and other income proof. | The application asks for taxable and specified non-taxable income categories. |
