The Revenue Office says Windham’s annual budget had not been adopted when the first installment was prepared. The Board of Finance therefore established a preliminary Windham rate of 27.85 for that bill.

Do not confuse the proposed 28.83 referendum rate with a final payable rate

A June 16, 2026 budget referendum proposal estimated that its General Government and Board of Education spending would require a combined rate of 28.83 mills. The Town Manager’s June 19 report says both referendum questions were defeated. The Revenue Office still states that the first installment used the 27.85 preliminary rate because the budget was not adopted.

Practical rule: do not recalculate the first bill from a budget document or proposed mill-rate table. As of August 20, 2026, the Town-listed August 3 grace date has passed; if money is still owed, use the live bill balance or call Revenue for the payoff.

How to find and pay the correct Windham CT tax bill

Open the Town-linked MyTaxBill page Confirm the page is for Windham, Connecticut before entering account or payment information.
Start with the cleanest identifier If you have a bill/account/link number, use it. If not, begin with name or property location and broaden the search rather than adding several partly-correct fields.

Can’t find the bill? Windham says public tax information can still be difficult to locate. Search another way—for example name instead of address—before assuming the bill does not exist. If it still cannot be found, call Revenue.
IRS Payment Records is historical. Use the live bill/balance view for a current payoff. For a detailed historical payment question, the Town says there is no substitute for the receipt issued when the payment was made.

The payment lockbox and office correspondence address are not the same.

The Revenue Office does not take card/check payments directly by phone. Use the automated system if phone payment is necessary. Water/sewer uses a separate number and payment address; do not combine a tax payment with water/sewer.

Receipt not reflected yet, mortgage escrow or recently sold property?

Payment still shows unpaid

The Town issues an immediate receipt but says the web balance can take 2–4 business days to update. Check the receipt/email before submitting another payment.

Mortgage escrow

If the lender should pay, send the bill to the escrow company and later verify the Town record. Do not duplicate the lender’s payment only because the bill also came to you.

Property transfer

If you receive a bill for real estate you no longer own, notify Revenue. For closing-payment history, the Town specifically recommends contacting the closing attorney.

Checkout / processor problem: Windham lists payment-vendor assistance at 888-891-6064. Use Revenue for the municipal account balance and the vendor for checkout problems.
Motor vehicle / DMV

Paying Windham vehicle tax does not clear DMV instantly

Search every vehicle-related balance All outstanding applicable personal and motor-vehicle taxes tied to your name and/or registration marker must be paid before the electronic release.
Remember the oldest-obligation rule An older motor-vehicle debt can receive your payment before the newer bill.
Allow Town processing Windham says an online motor-vehicle payment is processed on the next business day.
Allow DMV reporting After processing, Windham says allow at least two business days for the payment to be reported electronically.
Check other DMV compliance issues Paying the tax does not fix unrelated insurance, emissions or registration requirements.
Town example: Windham says payments made Thursday through Monday should normally clear for registration on Tuesday when all relevant taxes are paid.
Local delinquency fee: Windham’s municipal code provides a $5 collection fee for each motor-vehicle delinquency reported to DMV, in addition to tax and interest.

How Windham’s current vehicle assessment method works

For Grand Lists beginning October 1, 2024, Windham says passenger vehicles are valued from manufacturer suggested retail price (MSRP), reduced by the statutory depreciation percentage, then multiplied by Connecticut’s 70% assessment ratio. The assessed value will not fall below $500.

Sold, destroyed or registered out of state? Do not ask Revenue to change the assessment. Bring the required proof to the Assessor. Windham states that a statutory application for credit must be made by December 31 two years after the relevant assessment date.

Motor-vehicle-only Board of Assessment Appeals hearings are in September

Windham’s Board of Assessment Appeals page says general hearings occur by appointment during March (or April when extended), while hearings exclusively for motor vehicles are conducted in September.

Current vehicle appeal scope is narrow. Windham says the revised method assesses vehicles from MSRP without adjustments for high mileage, salvage or rebuilt-title status. Its Assessor page states that the appeal ground is whether the Assessor failed to base the assessment on the vehicle’s MSRP.
Useful August task: if you believe the MSRP basis itself is wrong, gather the bill, vehicle identification details and evidence relevant to MSRP, then contact the Assessor / Board at 860-465-3026 for September appointment information.
Delinquent taxes

Interest, demand notices, TaxServ and tax-sale escalation

Windham states that Connecticut interest is charged after the statutory grace period at 1.5% per month or fraction of a month from the due date. Because a fraction of a month counts, the amount can jump faster than a simple daily-interest estimate suggests.

Payoff rule: once delinquent, do not mail the original bill amount. Interest, costs and collection status can change the total and sometimes the office that must receive payment.

Windham’s Human Services page says the 2025 Renter Rebate application opened April 1, 2026 and the filing period closes September 30, 2026. The State of Connecticut OPM administers the grant; the Town helps residents apply.

The Town’s current 2026 quick guide lists a qualifying 2025 income limit of $46,300 for an unmarried applicant and $56,500 for a married applicant. It describes the core route as a Connecticut resident age 65+ or disabled as defined by Social Security, with at least one year of Connecticut residency. The official application and statutes control final eligibility.
