Tax Lien Warning

⛔ Texas Attorney Fee Warning: After July 1, delinquent property taxes are referred to a collection attorney. An additional 15–20% attorney fee is added on top of your penalty and interest. On a $5,000 tax bill, this adds $750–$1,000 instantly. Pay before July 1 to avoid this.

What the special 2026 Windham tax bill means

The Town says the annual budget had not been adopted when the first installment was prepared, so the Board of Finance set a preliminary mill rate of 27.85. Physical bills were mailed June 30, 2026; the first installment was due July 1 and the listed last day to pay without penalty was August 3, 2026.

Preliminary mill rate: 27.85.

First Taxing District

Town notice lists 2.00.

Willimantic district

9.97 RE/PP and 4.61 MV shown in the notice.

If this installment is still unpaid: do not mail only the original face amount. Interest may now apply. Search the live balance or ask the Revenue Office for the exact amount due.
Do not project later 2026 bills from this preliminary rate. Use later Town notices and the next bill/coupon for subsequent amounts and deadlines.

Format the address correctlyEnter the property number and street name but omit Street, Road, Lane, Court and similar suffixes.
Verify Grand List year and bill typeDo not confuse real estate, personal property, regular motor vehicle, supplemental motor vehicle or district bills.
Check older balancesWindham cites Connecticut’s oldest-obligation rule: payments are applied to the oldest outstanding obligation within the same tax type.
Choose full or partial paymentOnline partial payments are allowed; change the amount during checkout and review the recalculated service fee.
Save the receiptThe balance can remain visible while payment is processing. Keep the confirmation before considering a second payment.

Pay several tax bills

Windham’s FAQ says multiple tax accounts can be paid with one check. Include the bottom payment section for every account.

Water/sewer requires a separate check and payment route. Do not send a municipal tax payment to the utility lockbox.
After payment

Receipt, posting delay and duplicate-payment prevention

Windham says online payment produces an immediate receipt, but the online balance can take two to four business days to reflect the transaction.

Check for the email/online receipt
Match the account and Grand List year
Keep the confirmation, amount and payment date
Do not pay again just because the balance still displays
Checkout problem: Windham lists payment-vendor assistance at 888-891-6064. Use the vendor for checkout errors; use Revenue at 860-465-3029 for the municipal balance.
Need prior-year proof? The portal offers IRS payment records for a selected year, but Windham says the receipt issued at payment remains the best detailed payment record.
Real-estate micro-help

Mortgage escrow, sold property and closing questions

Mortgage company should pay

Forward the bill to your lender/escrow company. Windham also advises asking the bank to contact the tax office so future bills can be routed correctly.

Still verify posting. Escrow responsibility does not prove the Town received the payment.
You sold the property

Windham’s Collector FAQ says to notify the tax office immediately if you receive a real-estate bill for property you no longer own. Do not simply discard it.

Closing or transfer history

The Revenue Office advises contacting the closing attorney when property transfer creates questions about tax payments. Keep the receipt, bank proof and bill identifiers.

Motor vehicle / DMV

Windham DMV clearance: payment is not instant

All outstanding personal and motor-vehicle taxes associated with your name and/or registration marker must be paid before an electronic DMV release can be issued.

Find every open vehicle-related balancePaying only the newest bill may not clear the registration when another amount remains open.
Remember oldest-obligation postingAn older unpaid motor-vehicle obligation can receive the payment first.
Allow Town processingWindham says an online motor-vehicle payment is processed on the next business day.
Allow DMV reportingThe Town says reporting takes a minimum of two business days after processing.
Check other compliance problemsA tax release does not fix unrelated DMV insurance, emissions or registration issues.
Windham timing example: the Town says online payments made Thursday through Monday should clear for registration on Tuesday when all relevant taxes are paid and no other DMV issue exists.
Local fee: Windham’s municipal code provides a $5 collection fee for each motor-vehicle tax delinquency reported to DMV, in addition to tax and interest.
Assessor route

Wrong vehicle, value, ownership or assessment?

The Revenue Collector collects the bill; the Assessor changes assessment records. Windham’s Assessor page says passenger vehicles on Grand Lists beginning October 1, 2024 use MSRP, the statutory depreciation schedule and Connecticut’s 70% assessment ratio, with assessed value not falling below $500.

Vehicle sold, destroyed or moved out of state

Bring the Assessor the required proof. A bill may be deleted or prorated depending on when the vehicle was disposed of and the applicable assessment period.

Windham says the cited credit application deadline is December 31 two years after the relevant assessment date.

Property / exemption / GIS issue

Use the Assessor for property value, ownership, exemptions, credits, mapping, appeal forms and personal-property declarations.

Official phone-number conflict: the Revenue Office page currently displays 860-456-3026 for Assessor questions, while Windham’s Assessor page and staff directory list 860-465-3026. This guide uses the Assessor directory number.
Late taxes

Interest, liens and the cost of waiting

Connecticut delinquent municipal taxes generally accrue interest at 1.5% per month from the original due date, equivalent to 18% per year. A fractional month counts as a full month, and Windham’s FAQ lists a $2 minimum interest charge.

Do not calculate a late check from the original bill. Because interest runs from the original due date and partial months count, request the live balance or payoff.
Real-estate lien policy

Windham’s FAQ says a real-estate tax balance remaining as of May is subject to a lien filing under Revenue Office policy.

Recording fee

The same FAQ cites a $24 recording fee for the lien under Connecticut law.

Delinquent collection

Demand notices, TaxServ and tax-sale accounts

A Tax Collector’s Demand Notice is the statutory step Windham uses before additional collection measures. The Town lists possible actions including an alias tax warrant, collection agency, levy, tax sale, wage garnishment and bank execution.

Windham currently lists the Windham/Chaplin/Hampton/Scotland 2026 tax sale as TBD.

Relief and appeals

Homeowner relief, Renter Rebate and assessment appeals

Elderly / disabled homeowners

The Assessor administers programs for qualifying elderly, disabled and other eligible property owners. Benefit amounts depend on the applicable program and documentation.

2025 Renter Rebate application in 2026

Windham says the application opened April 1, 2026 and the normal filing window runs through September 30. Eligibility includes qualifying elderly or totally disabled renters subject to state rules.

Assessment appeals

General Board of Assessment Appeals hearings are by appointment in March, or April if extended; motor-vehicle-only hearings are held in September.

Renter Rebate payment

Connecticut OPM, not Windham, issues the rebate on or before November 30. Windham says to contact OPM’s hotline at 860-418-6377 if the check is not received by December 15.

Official forms / PDFs

The Town’s Renter Rebate page provides the current English/Spanish application PDF and landlord rent-verification letter. Use the live page instead of bookmarking an old yearly PDF.

Business taxpayers

Business personal-property filing is separate from bill payment

Windham’s Assessor says business personal property must be declared every year by November 1. The declaration establishes assessment information; it does not pay an existing personal-property tax bill.

Assessor task
  • Annual declaration / forms
  • Asset listing and value
  • Assessment corrections
  • Appeal information
Revenue task
  • Find the billed account
  • Current balance
  • Payment and receipt
  • Late interest / collection status
Do not confuse filing and payment. Filing the declaration does not pay the tax bill, and paying the bill does not satisfy the annual declaration requirement.

Anyone still owing should use the live balance rather than the original face amount.

What online payment fees does Windham CT charge?
